About this book This dissertation examines Mexico's top management policies in the Grijalva River Basin between 1951 and 1974. The periodization begins with the institution of the Grijalva River Commission (Comision del Rio Grijalva, CRG) and ends with the completion of the Belisario Dominguez dam in 1974 by the Federal Thrilling Commission (Comision Federal de Electricidad, CFE). Contrasting the works of the CRG with those of the CFE illustrates the ability of the state to be acceptable unprecedented levels of political and financial capital for the construction of large-scale irrigation works, international levee systems and most importantly a series of large dams throughout the river basin. During this period the official relocated almost 30,000 people and submerged approximately 30 population centers. Further, the river handling policies of the state re-ordered a diverse and dynamic riparian ecosystem, often with unpredicted results. About this book Since the delayed 1960s, the Basque insurgent organization ETA (Euzkadi ta Askatasuna, or Basque Homeland and Freedom) has been tied up in a violent struggle against the Spanish state in an effort to gain the independence of the Basque Country. Between 1975 and 1988, exactly thirty attempts to negotiate an end to ETA terrorist violence, with a few limited exceptions, all ended in failure. This work examines why the efforts at negotiation have failed and makes suggestions on how to improve the chances for successful conversation in the future. Although Clark does not disprove the conventional wisdom that negotiation with terrorists is a bad idea, he does start out from the opposing point of view that there may be some positive values to be realized from such negotiation. |
