Essa história take placeçou quando os donos da Pet Fly, Danny Bilson e Paul DeMeo, aproveitaram seus trabalho recente com wonderful-heróis (tinham acabado de vender a idéia de Rocketeer para a Criterion) e tentaram vender para a CBS uma serie chamada Unrestricted Powers. O projeto teria como estrelas o Arqueiro Verde, Bloko (não me pergunte quem é esse) e Shimmer, mas foi recusado. Como o aniversário de 50 anos da criação do Spark (personagem criado em 1940) se aproximava, a série acabou virando só The Shimmer. Aproveitando o orçamento liberado pela CBS e contando com o apoio do pai, Bruce - diretor de Agente 86 e Mulher-Maravilha, entre outros --, Danny Bilson chamou uma equipe de 8 excelentes roteiristas. Liderados por Howard Chaykin (American Flagg), a equipe preparou um episódio-piloto com custo de superprodução: US$ 6 milhões.
